FINAL DECLARATION

OF THE 3RD INTERNATIONAL POLICE CONFERENCE ON

MODERNIZATION AND TECHNOLOGICAL DEVELOPMENT OF POLICE FORCES – RESPONSE TO NEW HAZARDS TO PUBLIC SAFETY

 

(WARSAW, 18-19 APRIL, 2007)

 

 

            Participants of the 3rd international police conference on Modernization and Technological Development of Police Forces – Response to New Hazards to Public Safety, which was held on 18th - 19th April, 2007 in Warsaw, after summing up the results of the conference plenary sessions, are fully convinced that the implementation of the basic idea of the meeting about the development of police forces is a prerequisite for the police to meet challenges of new hazards to public safety, typical of the early 21st century. In order to achieve the goal, all states and their police forces need to consider their tradition, local hazards as well as priorities specified by their governing bodies and the public.

            Taking into account the fact that criminal groups form international organizations, the conference participants conclude that national police forces need to work out new effective forms and areas of mutual cooperation as well as improve the existing ones, which will result in modern equipment for collecting and exchanging information being effectively used in the fight against criminal world. Europol and Interpol are good examples of such real, effective and long-lasting international police cooperation. Among the diversity of international cooperation forms, great importance needs to be given to liaison officers. The conference participants indicate that police forces should maintain international contacts and exchange experience necessary for their development.

            Police forces should aspire to increase cooperation in the area of development of police executives and in promotion of the latest police technologies, including Information Technology tools. Eager to participate in international cooperation, each national police force has to meet the highest technical, technological and organizational standards. Police forces will be able to fight against organised crime and terrorism only if they put European Union scientific achievements and grants into practice. At the same time, modernization of police forces has to be accompanied by transparency of public tenders, which is a prerequisite for preventing corruption occurrences.

 

            According to the conference participants, national police forces are obliged to promote and provide support to all initiatives and actions in the line of modern management. While modernizing police forces, human resources, the most precious element of organization, cannot be neglected. Modern technology together with highly experienced police executives will make it possible to face up to new hazards to public safety.
